Information Systems Manager
POSITION SUMMARY:
This position is part of a small team responsible for multiple information technology systems, including systems support, troubleshooting, preventive maintenance and general systems and network administration and data back-up. Performs systems analysis and integrates technical solutions into the operational environment. This individual provides daily supervision to the Information Systems staff. Work is performed with considerable independence under the general direction of the Executive Director.
The person in this position is authorized access to confidential and private information as a condition of employment to the extent necessary to perform their duties. Employees of Island Transit are required to protect against unauthorized access to such information, maintain and ensure the security of confidential information, and disclose any anticipated threats or hazards to such information.
ESSENTIAL JOB FUNCTIONS:
The following list is a representative summary of the primary duties and responsibilities but should not be considered inclusive.
1. Administer information technology systems including selection, procurement, installation, maintenance and upgrades; includes software, hardware and cloud-based applications.
2. Oversee the development and routine administer systems and network security evaluations.
3. Manage and respond to systems vulnerabilities, provide systems hardening and maximize systems security posture.
4. Respond to user requests, questions, complaints and operational problems. Identifies customer needs.
5. Administer software licenses and service agreements and maintenance contracts. Coordinates with vendors for procurement and support.
6. Proactive monitoring and maintenance of technology security, firmware, updates and vulnerability patching.
7. Establish and maintain an emergency disaster recovery/cyber security plan and procedures.
8. Establish and/or maintain end user policies and procedures relating to systems and network security standards.
9. Implement and maintain data back-up systems.
10. Maintain awareness of current technology trends and innovations.
11. Inspect equipment and infrastructure (multiple locations); oversee and/or perform maintenance, testing, modification and repair of technology assets including network installation, servers, security systems, telecommunications, wireless networks, video surveillance systems, radios, repeaters, readerboards, annunciator systems, mobile devices, print devices, computers, tablets, hardware and software applications.
12. Participate in budget and planning process for future technology needs and initiatives.
13. Participate in agency wide technology planning. Make recommendations for upgrades and improvements.
14. Create and maintain documentation related to network configuration, mapping processes, service records, purchases and upgrade and replacement schedules. Maintain current Knowledge Base articles for Information Systems department and end user use.
15. Develop and deliver IT training to end-users, including security awareness, phishing simulations, and computer and software use.
16. Prepare and maintain equipment and software inventory records.
17. Assign employee identification badge and security access to data/facilities.
18. Oversee electronic records retention and archival requirements.
19. Requires flexibility to occasionally work non-business hours and be available on call during service hours and days.
20. Carry agency provided cellular phone for contact purposes during and after hours.
21. Performs special assignments and other duties as assigned and required.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of:
· Emerging technologies and applicability to public transit services.
· Network security models and methods.
· Office procedures, standard office equipment, Microsoft Office Operating Systems/Office Suite products and other software programs and applications relative to area of responsibility.
· Familiarity with VMware computing environment, LAN/WAN, TCIP/IP network connectivity, VLANs, VOIP phone systems.
· Automation of IT tasks.

QUALIFICATIONS AND EXPERIENCE:
· Associate’s degree or technical degree in Information Technology, or related field.
· Five years of progressively responsible technical experience maintaining and supporting computer hardware and software.
· Other combination of education, work and experience that provide the knowledge, skills and abilities required to successfully perform the job.
· Public sector experience, desirable.
· Supervisory experience.
· Applicants must possess a valid Washington State driver’s license or have the ability to obtain one prior to employment and maintain an acceptable driving record through employment.
SPECIAL REQUIREMENTS:
· Employment is contingent upon an employment reference check, post job offer background check and a five-year motor vehicle history report, the results of which are acceptable as determined by the employer.

WORKING CONDITIONS:
· Duties performed primarily in an office environment while sitting at a desk or computer with balance of time walking within Island Transit’s facilities buildings.
· Hand-eye coordination and visual ability is necessary to operate computers and various office equipment.
· Some duties are performed in the maintenance and fuel buildings, and onboard vehicles where the temperature varies with weather conditions. The work environment may be loud with exposure to fumes, or chemicals. Personal protective safety items are required in some areas.
· Requires standing, walking, stooping, reaching, use of hands to feel or operator tools or controls, bending and lifting of office supplies and equipment.
· Must be able to lift and/or move up to 60 pounds, be able to hear and speak clearly to provide information in person or on the telephone.

Pay: $113,000.00 - $169,000.00 per year
